I beg to inform you that proposals were made to the

India Office on the 31st January 1912 and 22nd February 1912, for the reduction of Press rates with India and Trans-India, and that it was agreed by the Great Northern,German-Dutch and Indo-European Companies and ourselves at the Cologne Meeting on the 2nd October 1912,to reduce the Press rates between Hong

Kong and Great Britain to 44d per word. This was confirmed at

the Committee Meeting of the Cis-Indian Joint Purse on the 8th

October 1912.

It was arranged that this tariff should be brought into operation at the same time as the other reductions for Through rates with China and Japan, but as the negotiations are still proceeding in Tokio, it was thought that the reduced Press rate with Hongkong might be introduced at the same time as the reduced Local rates,viz:- from the 1st July 1913, and the notifi- cation was prepared accordingly.
