With reference to your letter of the 19th ultimo,
No. 19770/1913, concerning the Imperial contribution in respect of the loss in the working of the British Postal Agencies in China for the year 1910, I am directed to acquaint you, for Mr.Secretary Harcourt's information, that as the balance of the accounts between this Office and the Post Office of Hong Kong was in favour of this Office by an amount much exceeding £1500, the Postmaster General considered that the most convenient method of making the payment, on account, of £1500 would be to reduce the indebtedness of the Colonial to the Imperial Post Office by that amount, which the Postmaster General of Hong Kong has already been asked to do.
In view of this explanation, Mr.Samuel assumes that Mr. Secretary Harcourt may think it unnecessary that the arrangements already made snould be altered and that the amount in question should be paid by this Department to the Crown Agents for the Colonies.
