conveyed by the Contract Packets have, in the opinion of

the Postmaster General, rendered the present arrangements for

the apportionment of the Contract Subsidy inequitable;

and it appears to Mr. Samuel that these arrangements

should cease. Proposals as to the future will in due course

be submitted to Their Lordships with a suggestion that, if

adopted, they should come into operation after the 31st of

January 1915, the earliest date on which the present

Contract could have been determined.

A copy of this letter is being sent to the India and

the Colonial Office,
