General, Hong Kong, for permission to recruit Chinese coolies
at Hong Kong for Samoa and other German colonies, and that this
application has been forwarded by Sir Francis May, with his
recommendation to the colonial Office.
My Board desires to support the application and to
request the Secretary of State for the Colonies to grant
permission to Messrs. Wendt & Co. to recruit Chinese coolies
at Hong Kong for employment at Nauru. It is understood that
such recruiting would only be a temporary measure, and that as
soon as the political situation in China has been settled, the
method formerly adopted of recruiting under the auspices of the
Chinese Government may be resumed.

any further information required by the Secretary of State.
