With reference to your letter, No. 345, of the 12th. of last month, concerning the receipt at Shang- hal on two occasions of a bag for Hong Kong which was not sealed, I am directed by the Postmaster General to state that the bags are believed to have been sealed and in proper order when despatched from this office; but the attention of the despatching officers has, nevertheless, been drawn to the mat-
