With reference to your lettera 31359 and 33524
dated 13th and 30th September, 1913, respectively,
proposing that for the purpose of calculating the
Military Contribution of Hong Kong the net, instead of
the gross, revenue derived from Opium shall be assessable
after 28th February, 1914, when the Colonial Government
is to take over the monopoly, I am commanded by the Army
Council to say that the proposal seems to be very similar
to that in regard to the Straits Settlements dealt with
in War Office letters 10/953 (F.1.) dated 18th January,
1911, and 1st December, 1911, copies of which were sent to
your Department with Treasury lettere 1105 dated 11th
March, 1911, and 22169/11 dated 13th January, 1912.
This Department has been in communication on the
subject with the Lords Commissioners of His Majesty's
Treasury who agree with the Army Council that, in the
absence of further information as to what exactly is
involved, it is not possible to concur in the proposal.
