6. With reference to the formation of a Volunteer Co.

of Engineers:-

(a) There is already an Engineer Co. in the Hong Kong

Volunteer Corps, which assists in running the electric lights,

it is however, too small, especially in view of the larger

requirements now contemplated; but it is probable that, to

form a suitable company of sufficient size, it would be

necessary to have a separate Corps, a number of men of a

suitable type would probably join, if sufficient inducement

is offered.

(b) There are Also many Eurasians here, who regard

Hong Kong as their home and whose welfare is bound up with our

retention of the Colony, who are discouraged from entering the

H.K.V.C. for social reasons, but who would be quite useful to

us and who could be recruited under altered conditione, it is

belfeved.

I consider that, in addition to the men trained for

electric light work, there should be some telephonists, this

would be a most important and useful addition and it is be-

lieved that some good men could be obtained. Owing to the

requirements of Company training the infantry telephone

operators hardly ever get sufficient practice to become good

exchange operators. If at least one volunteer linesman were

detailed to each exchange on mobilization, it would be an

immense gain.
