I agree that the work requires more

than one A.D.C., but apparently he cannot be pro-

vided from the Regular Army.

The position is somewhat obscure. I take it

that the Gov. wants Lieut. Taylor to be his Priv.

Sec. and extra A.D.C., and to have another officer

from the Army as A.D.C. The W.O. won't recognize

the post of Priv. Sec. as a post for which an Officer of the Army may be employed, and so Lieut.

Taylor must be appointed extra A.D.C. with the laa

liability under Art. 485 of the Pay Warrant, or he

must be appointed A.D.C. ( ↑ without this liabil- ·

ity in which case there is no point in his being

Priv. Sec., since he would draw the pay of both

posts, and there would be no pay for the extra

A.D.C. It would be better therefore for the new

man to be sent out to be made Priv. Sec.,

and

the Gov. would have to choose a suitable Officer

from the Reserves or Terr. Force.

This had better be cleared up.
