Sir,
With reference to previous correspondence (1.9338 and L.27965) on the subject of evasions of the Aliens Act
in connection with foreign seamen brought to this country
to furnish crews for vessels here, I an directed by the Secre-
tary of State to transmit to you, for the information of the Board of Trade, a copy of a letter which he has addressed
to Messrs. Alfred Holt and Sons of Liverpool with regard to 98 Chinese seamen brought here from Hong Long last month on board their S/S."Talthybius".
I am to add, in case the Board should think fit to take any action in the matter, that the Chief Officer of the vessel and the Superintendent Steward of the Holt Line stated that these Chinese seamen had been signed on at the liercantile Bar- ine Office at Hong kong, and that five interpreters had come with them to instruct them during the voyage in the English language in order that they might be able to pass the Board of Trade language test, Any who failed to do so would
it was stated, be taken back to Hong Kong. 多
