above mentioned were obviously not for the 5/3."Talthybius" but for some other vessels not in Hong Long, I am to suggest for Mr. Harcourt's consideration that the attention of the Hong Kong Authoritics should be called to the decision of the Board of Trade in regard to such agreements, stated in their letter of 16th January, and that instructions should be given that such agreements which are obviously an evasion of the principle therein laid down, should not be allowed. Further, such procedure constitutes ar cvasion of the Aliens Act, as pointed out in the letter from the Home Office of November 24th, and should not be countenanced by any responsible officer in a British Colony. It appears to the Board that the proper course in such a case is for the men to be carried as passengers, provided that the vessel on which it is proposed to bring them to this country holds a passenger certificate, and the maximum number of passengers

allowed to be carried is not exceeded. M
