Further, I do not consider that a light there would cause full powered vessels to pass to the westward of the

Paracels, and as regards low powered strangers, these

are just those that would be inclined to attempt to make

the light and thus incur a greater danger than would

have existed in its absence.

This despatch has been shown to the Engineer in

Chief who concurs with the opinion expressed therein.
