an arrangement similar to that in connection with the light at Cape Spartel Morocco, might be made in the case of the Pratas and Paracels Islands, I am to state that

the British share in the cost of maintaining the Cape

Spartel light is borne by the General Lighthouse Fund under the provisions of the Merchant Shipping (Mercantile Marine Fund) Act, 1898, and the Board are advised that this Fund could not be made available for new lights

abroad without legislation which would probably be strongly opposed by ship owners not actually interested

in the proposed lights.
