Sir,
I am directed by the Board of Trade to acknowledge the receipt of your letter of the 11th July, (No.22222 / 1913) in which you forward for any observations that the Board of Trade may wish to offer a copy of a despatch from the Governor of Hong Kong with regard to the need for lighting the Pratas and Paracels Islands.
With reference to the question of lighting the Paracels Islands, I am to forward to you to be laid before the Secretary of State the accompanying copy of correspondence on the subject which has passed between the Foreign Office and this Department.
With regard to the lighting of the Pratas Shoal I
am to state that the Board observe from the list enclosed in the Governor's despatch that no steamer has ever been wrecked there, and that there has not been any loss of sailing vessels during the last 14 years and in these circumstances the Board are not convinced of the necessi- ty for the lighting of this shoal.
With regard to the suggestion of the Governor that
