In reply to your letter of the 1st March ( No.6559/3)| transmitting a despatch with its enclosures from the Gov-

ernor of Hong Kong respecting the Harker system of

fumigating ships, I am directed by the Board of Trade to

state for the information of Mr. Secretary Herocurt, that

the system in question was brought to their notice in

1909 and that the appliance was fitted in a vessel

which was built for service in Australia. The applian-

ce was primarily fitted as a fire extinguisher but

none of the Board's Officers were present at the

demonstration and the Board have no information as to the'

efficiency of the system. They agree however with

the statements in the letter from Dr. Stimpson and Mr. G.P.Jordan that careful operation of an appliance of the description is necessary.

The Board observe that Dr. Stimpson refers to the

gas used as being carbon monoxide which is an explosive

and poisonous gas whereas the cas referred to in the

printed circulars is flue gas, chiefly carbonic acid

gas together with a very small percentage of carbon The Under Secretary of State,
