With reference to your letter of January 14th (Number 961/12-13), relative to the transmission to Liverpool of four alien distressed seamen by the S.S. "Telemachus", I am directed by the Board of Trade to transmit herewith, for the information of Mr Secretary Harcourt, a copy of a letter from the Home Office on the subject, from which it would appear that the Hong Kong Agents of the Ocean Steam Ship Company have misunderstood, or mis-stated, the position as regards
the seamen in question.
I am accordingly to suggest, for lr Harcourt's consideration, that the substance of the enclosed letter should be conveyed to the Harbour Kaster at Hong Kong, and that he should be instructed not to allow his practice es regards the shipment of distressed seamen to be influenced by representations that may be made to him as to the operation of the Aliens Act.
I am to add that, owing apparently to a mis- apprehension on the part of the Acting Superintendent at Hong Kong, Liverpool, and not Bremen, was specified
