With reference to your letter No.16251 of the
12 15th June last and previous correspondence relating to the registry of ships owned by companies registered at Hong Kong and having their principal place of business in Chinese Treaty Ports, I am directed by the Board of Trade to state for the information of "r Secretary Harcourt, that they consider it desirable that the whole question raised in the correspondence which has nassed between the Board of "rade, Foreign Office and Colonial
Office should be discussed at a conference between
representatives of the three Tenartments before any
action in the matter is decided unon.
If the Secretary of State concurs, the Board would suggest that the conference might take place at this Office on "ebruary 19th at 1130 am. Sir Walter Howell and Sir Ellis Cunliffe would be the representa-
tives of the Board of Trade.
