I art directed by the Board of Trade to acknowledge
the receipt of Mr Robinson's note of today's date, trans-
mitting copy of a telegram from Sir F. H. May relating
to the proposal to sign 33 Chinese seamen on the articles
of the 3.5. "Talthybius" to be transferred in the United
Kingdon to the 3.5. "Impress of Russia".
In reply I am to state that the Board have given
further careful consideration to the matter but are unable
in any way to modify the views expressed in their letter £9.1749 of January 15th, (II. 1790) -
