I am directed by the Board of Trade to acknowledge the receipt of your letter of January 14th (1563/1913)

forwarding copy of a telegram from the Governor of Hong

Kong with regard to 330 Chinese whom it is proposed to

ship to this country to serve on the S.S. "Impress of

Russia".

In reply I am to state for Hr Secretary llarcourt's

information that the Board of Trade could not recognise

as an agreement under the Merchant Shipping Acts any

contract entered into at a port out of the United Kingdom

while the vessel concerned was in the United Kingdom, and

I am to suggest that the Governor General should be

instructed to authorize the Harbour Master to decline to

sanction any such agreement if brought before him.

Should the Chinese he brought to the United Kingdom

under a contract outside the Merchant Shipping Acts, it

would be necessary for them before they could be allowed

to sign an agreement to serve on the "Empress of Russia", to pass the language test in accordance with the pro-

visions of Section 12 of the Merchant Shipping Act, 1906;

and I am to suggest that the Governor should bring this

fact to the notice of the parties concerned.
