of January relating to the question which you address

ed to me on the 9th with regard to the appointment of Principal Civil Redical officer of Hong Kong.

I think you will be interested to have the details concerning the filling of this appointment which it did not appear to be necessary to give within the limits of the reply which I made to you in the House. When the question of fillin, the appointment was under discussion, i considered the claims of Dr. Bell and numerous other candidates, and i selected the officer who appeared to me to be the best qualified for the post. Dr. Bell's seniority dated from 1896, while the seniority of Dr.
