It is very undesirable that the S. of S. should
be made to disouss these personal questions in
public. I would make the answer as impersonal as
possible. The reason why the post was not filled by
Promotion was because Sir H.May did not recommend
that course, and the S. of S. was bound to send a
man from outside. This is not generally known in
H.K. indeed Mr. Severn the Col. Sec. ( as I

The recent vacancy in the Headship of the Medical
Departme
Department of Hong Kong was not filled up by pro-
motion in the Colony because the Gov. did not re-
commend that course. Seniority by itself gives no
