With reference to your letter of the 7th March (1

costs in extradition proceedings, I am directed by Mr. Secretary

McKenna to furnish, for the information of Mr. Sestotary

Harcourt, the following observations as to the recovery of costs,

in the light of the experience of this Department.

When questions of this kind have arisen with Fergign

Governments the main principles which this Departm

sought to maintain are (1) It is desirable that

criminals should be placed at the disposal of the Governmenta

against whose laws they have offended, and, when a treaty has

been concluded with a foreign state for the matuma surzender of

necused persons, H.M. Government will take active steps to give effect to a requisition from a Boreign Government, provided of

course the requirements of the treaty and the law of this country are satisfied. (2) Excessive expenses are to be deprecated, as tending to hinder persons abroad coming forwant us prosecutors, and consequently prejudicing the ends of justice and the object for which extradition procedure «Xists.
