The Hague, November 14, 1913. WITH reference to your despatch No. 20, Treaty, of the 10th instant, I have the honour to report that I signed to-day at the Netherland Ministry for Foreign Affairs the International Opium Convention of the 23rd January, 1912, on behalf of the Bahamas and the three colonies of the Windward Islands, viz., Grenada, St. Lucia, and St. Vincent.
