I HAD the honour to receive this morning your despatch No. 26 of the 16th instant instructing me to support my Netherland colleague on the subject of the As the Dutch representative resides in adhesion of Norway to the Opium Convention. Stockholm and only comes to Christiania occasionally, I thought it as well to mention the subject unofficially to the Prime Minister, who, in the absence of Mr. Ihlen, is in charge of the Ministry for Foreign Affairs.

Mr. Knudsen informed me that a proposal to authorise Mr. Hagerup to sign the convention as representative of Norway had passed the Cabinet Council and had been approved by the King on the 30th August last.

I presume, therefore, that the Dutch Government will have no difficulty in obtaining the signature of Mr. Hogerup as soon as may be desired.

In my despatch No. 69 of the 7th instant I had the honour to enclose a summary these of legislation which had passed the Storthing during the last session, and among laws was that of the 21st June, enabling "the Norwegian-Government to adhere to the Opium Convention of the 23rd January, 1912."
