MY despatch No. 177. Sassoons report that large quantities of opium are being smuggled into China through Kwong Chow Wan, and urge that His Majesty's Government should come to an arrangement with the French Government, similar to the Macao Agreement, before termination of present farmer's lease at the end of this year.
Please inform me by despatch of your views on this proposal, and also whether and with what result you have spoken to the French Minister as suggested in my despatch above mentioned.
