17, St. Helen's Place, London, October 2, 1913. WE have the honour to inform you we have received a telegram from Hong Kong to the effect that smuggling of opium in large quantities into China is now being carried on from the French colony of Kwong Chow Wan. We are urged to bring the matter to your notice and to ask that His Majesty's Government will come to an agreement with the French Government similar to the one recently arranged with the Portuguese Government in respect of Macao. The telegram mentions that the Kwong Chow Wan Opium Farmer's Agreement expires in November, and we beg to express a hope, therefore, that this matter may receive your immediate attention.
