With reference to my Note of September 12th.
last respecting the extradition case of Vicente Sotto,
I have the honour to acquaint you that a report has
since been received from the Government of Hong Kong
with regard to the release of the accused by the First
Police Magistrate, on August 16th. last, on the ground
apparently that the matter was already res judicata and
could not be reopened.
The circumstances in which this decision was
given were as follows: -
In the early part of 1912 Sotto was brought
up before the Acting Magistrate on an application by
Your Excellency's Government for his extradition. He
was committed for extradition by the magistrate, but was
released by the full court on an application made by
him (Sotto) for a Writ of Habeas Corpus on the ground
