Effective measures are now

being taken by the Governor of Hongkong

in conjunction with the Naval Authorities

which should greatly diminish the danger

of similar cases of piracy occurring in

the future.

I am to inform you in conclusion

that the action of the Hongkong Authorities

towards one of your members is a matter

with which the Secretary of State for

Foreign Affairs is not concerned.
