"The Registrar of Companies at Shanghai should be
"entitled to initiate such proceedings in the Court as he
"may think necessary to enforce compliance with the
"provisions of this Order on the part of British Companies
"in China".
Sir E. Grey would be glad to receive at an early date
any observations which lir. Harcourt may desire to make
upon the Draft Order so that, if neither he, nor the Board
of Trade, to which a letter similar to this has been
addressed, raise any objections to its terms, the necessary
steps for enforcing it may be taken without delay.
I am to add, in conclusion, that a copy of the Draft
will be shown to the China Association, with a view to
ascertaining whether it would be difficult for existing
companies in China which would be China Companies under the
Order to comply with the provisions of Clauses 8 and 13 as
at present drafted and whether it is desirable to make
special provisions for such existing companies.
