many of whom had already bought tickets. Their passages
were cancelled at once, and the money they had paid
refunded.
Some of these evidently gave up all hopes
of going to the States and have already left for Hongkong,
I hear, still
but a number remain, and new ones are,
arriving, having started from India before the rejection
of their compatriots was known.
As far as I know, only one line is still accepting
Indians as passengers viz., the Pacific Mail Coy.-

and this company only allows five to
and that only on direct boats, which number at the most
13 a year.
Whether even these will be allowed to land
remains to be seen. If not, no doubt this line also
will refuse to book any more.
I am writing this to you, therefore, in the hope
that, if present conditions can be made known at Indian
ports, this stream of emigration can be checked or diverted, as there are no more openings for Indians in Kanila, and many of those already here will probably
have to return to India as best they can, without having an opportunity to profit by their search for work abroad.
