it had been suggested to the Governor of Hongkong that
he should reconsider his decision that Sotto's case
cannot be reopened.
I am instructed by the State Department to inform
you that it has great interest in the extradition of
Sotto and that it hopes that Hongkong authorities may
be brought to sea the situation in accordance with the
view expressed by the Foreign Office in Mr.Maycock's
note.
