July 15, 1913. WE have received a long telegram from opium merchants expressing alarm at Secretary of State for Foreign Affairs' reported reply to Sir J. Rees on(e)? the 8th July, regarding Chinese suggestion to reship opium at Shanghai to India, and protesting against possibility of such proposal receiving serious consideration.
