I am directed by Secretary Sir E. Grey to acknowledge

the receipt of your letter of the 9th. instant proposing to

inform the Governor of Hongkong that the use of official

channels for the transmission of messages of a political

character from Chinese resident in the Colony to the Chinese

Government is inadmissible.

Sir E. Grey concurs in this proposal and concludes

from this letter that Mr. Harcourt also concurs in the

ZO. 27439

instructions to His Majesty's Charge d'Affaires at Peking

proposed in letter No.34626 of the 8th. instant from this

Department.

Mr. Alston will therefore be informed that Sir E.

Grey adheres to his previous decision that His Majesty's

Legation at Peking must not be used as a channel for the
