WAI-WU PU on 4th June sent a memorandum requesting assistance in

Peking, June 6, 1913. prohibition of opium by shipment of Shanghai stocks to non-China markets or India, and stating that Chinege Government would pay freight.

I propose to reply that their present attitude is inconsistent with their proposals embodied in my telegram No. 30 of 1st February, which have been discussed on several occasions with Foreign Minister, and have not been withdrawn.
