received an official despatch from His Excellency the

Governor of Hongkong, forwarding for transmission to
the Cabinet at Peking, the text of a message of adher-
ence to Yuan Shih Kai from a Society composed of natives
of the province of Canton at prosent resident in
Hongkong.
I have the honour to enclose copy of my reply
to Sir Henry kay explaining the reasons for which I am
unable to forward this message to its destination, and
I trust that the views expressed in my despatch will
meet with your approval.
