The Interdepartmental Committee recommend that
enquiry should be made by telegram from His Majesty's
Minister at The Hague with a view to finding out:-

Whether any of the Governments named in Monsieur
van der Goes' list as not having signed on the 31st
December 1912 have since signed or definitely refused to
sign;
Whether it would be possible to secure for the
confidential information of the Committee copies of the replies made by Governments that have refused to adhere, giving their reasons;
Whether those powers that have not signed, but have not declined to sign, have indicated any, and if so
what, reasons for their attitude.
