Sir J. Jordan to Sir Edward Grey.-(Received April 24.) (No. 140.) Sir,
Peking, April 7, 1913. REFERRING to my despatch No. 96 of the 3rd March, I have the honour to state that I have instructed Mr. C. A. W. Rose, C.I.E., and Mr. Louis King, of His Majesty's consular service, to proceed to Changsha for the purpose of conducting a joint investigation of poppy cultivation in the province of Hunan under article 4 of the Opium Agreement of May 1911.
Mr. Rose left Peking on the 24th March. He embarked at Hankow for Changsha on board of one of His Majesty's gunboats, and had orders to await Mr. King at Yochow, where the latter was expected to arrive on the 27th March.
The Wai-chiao Pu and the Ministry of the Interior have each appointed a delegate, and two provincial deputies were to be appointed at Changsha to assist in the joint investigation.
Mr. Rose's instructions were to begin the tour of inspection on or about the 1st April.
I enclose correspondence with the Wai-chiao Pu exchanging copies of the instructions issued to the British officers and the Chinese metropolitan delegates, together with a supplementary despatch addressed to Mr. Rose giving an outline in some detail of the duties of himself and Mr. King.

Memorandum communicated to Wai-chiao Pu by Sir J. Jordan,
SIR JOHN JORDAN has the honour to acknowledge receipt of the memorandum of the 12th instant from the Wai-chiao Pu, and to state in reply that he has appointed Mr. Archibald Rose, C.I.E., assistant Chinese secretary, and Mr. Louis King, consular assistant, to proceed with as little delay as possible to Changsha and to carry out in company with the Chinese deputies the joint investigation of opium cultivation in Hunan.
Sir John Jordan encloses a copy of his instructions to Messrs. Rose and King, and would request the Wai-chiao Pu to favour him with a copy of the instructions similarly issued for the guidance of Messrs. Wang Chih-hui and Teng Yu.

I HAVE to instruct you to proceed with as little delay as possible to Changsha for the purpose of making investigations into the cultivation of the poppy in Hunan, jointly with officials appointed by the Chinese Government in the terms of article 4 of the Agreement of May 1911.
Mr. Louis King of His Majesty's consular service has been appointed to assist you in the duties of investigation.
On arrival at Changsha you will at once consult with Mr. Giles, His Majesty's consul, to whom separate instructions are being sent, and you will place yourself in touch with the Chinese deputies 80 as to make the necessary arrangements for starting from Changsha not later than the 1st April. You will lose no time and spare no effort in visiting, together with the Chinese deputies, the localities in which
