On the receipt of your despatch No. 5 of this series
of the 31st ultimo, I addressed the Note, of which a copy is
enclosed, on the 22nd instant to the Minister for Foreign
Affairs, notifying the tocession of the Crown Colonies etc,
shown on the liat accompanying your despatch, to the Treaty of
Commerce of April 3, 1911, between the United Kingdom and Japan.
In reply I received the Note, of which a translation is like-
wise encloned, dated the 28th instant, from the Minister for
Foreign Affairs, acknowledging the receipt of my notification.
You will notice that reference is made in the
Becond and third paragraphs of this Note to the cases of Wei-
hai-wel and the Kowloon Leased Territory, which are stated to
be governed by the understanding arrived at between the British
and Japaneso Governments, as recorded in the Secret Notes
exchanged kadween by the Plenipotentiaries of the two Powers
on the occasion of the signature of the Treaty. I presume that
