With reference to your letter of the 17th. March

last (21178/1911) inclosing a final and complete list

of British Crown Colonies and protectorates to which it

was desired that the Treaty of Commerce of April 3rd,

1911, between the United Kingdom and Japan should

apply, I am directed by Secretary Sir E. Grey to

transmit herewith, to be laid before Mr. Secretary

Harcourt, a copy of a despatch which has now been

received from His Majesty's Ambassador at Tokio in

reply to that sent to His Excellency of which a copy

was inclosed in my letter of April 5th. last.

With regard to the question raised by the Japanese

Government as to the position of Wel hal wei and the

Kowloon leased territory, I am to refer to the

confidential correspondence which passed between the
