Your private letter of 24th March and your telegram No. 94 of 17th April. If the Chinese Government's proposal to buy up the stocks has fallen through, and the revival of Indian sales is out of the question, how do you view the position as regards the 1911 agreement, and what will be the situation when, as seems likely, the stocks have been worked off?
There is to be a debate on opium in the House of Commons on 7th May, and I would be glad of your views on the general question before that date-if possible, by despatch.
