With reference to recent correspondence on the
subject of the ratification of the Opium Convention,
I am directed by Secretary. Sir E. Grey to state, for
the information of Mr. Secretary Harcourt, that he has
received a telegram from His Majesty's Minister at The
Hague atating that he had learnt confidentially that
the German Government would decline to ratify the
convention if Turkey did not do so, but that they would
be represented at the meeting of delegates to be held
at the Hague on July 1st. next.
The telegram containing this information was
communicated to the recent interdepartmental conference,
but in an incorrect form which has subsequently been
rectified in the above sense.
