With reference to your telegram No. 4 Treaty
of yesterday's date, I have the honour to transmit hora-
with copy of a note verbale from the Netherlands Ministry
for Foreign Affairs enclosing a revised printed list
dated May 1st, of the Governments which up to the presente
have signed the Opiun Convention and of the Governments
which have not yet signed.
The note states that Orance, Turkey and Switzer-
land have refused to sign and their reasons are iven
in the notes of which I enclose dopies.
As you will observe it was Por mania and not
Russia who has not yet sirned. Her reasons and those of
Austria-Hungary, Norway and Sweden for having not yet
signed are given in the note verbale.

I understand from the Chef de Cabinet of the
winister for Foreign Affairs that it is probable that
the Conference will be postponed and I will not fail to
inform you whether this is so as soon as a definite
decision
