With reference to my despatch No. Bk of October
26th ultimo, and its enclosures, dn the subject of
opium smuggling from Hongkong to Manila, I have the
honour to enclose copy of a despatch I have received
from His Excellency the Governor of Hongkong, dated
February 10th,last, in reply to mine of October 25th,
1912, copy of which has already been forwarded to you.
In consequence of representations made to the
Governor of Hongkong by British and American Shipping
Companies and of the representations made by myself
in the abovementioned despatch of October 25th a new
ordinance entitled "The opium amendment ordinance,1913"
has been issued by the Hongkong Government "for streng-
"thening the hands of the Authorities in coping with
"the increase in smuggling which the prohibition of
"the import of opium into the Philippines and other
"countries has undoubtedly created". It is anticipated
by the Governor of Hongkong, and I am inclined to share
in his belief that "the alterations made in the law
"will result in a great diminution in the smuggling
"of opium from Hongkong sources". I shall await the
result of the enforcement of this new ordinance from
March 1st, with much interest.
