paid by His Majesty's Government, the Hongkong Govern-
ment merely contributing a fixed annual sum towards his
salary out of the fees received by them. The Hongkong
Government would prefer the latter plan; it seems to
Sir E.Grey to the advantage of His Majesty's Government
that it should be an imperial official who should be
responsible for this work and he would therefore propose
to concur in the proposal of the Hongkong Government.
It is now recognised on all sides that further measures
of control over the operations of British Companies at
work in China are required, and if the deputy registrar
is an imperial officer it will be possible for the
supervision of such control and for the work under the
draft Order in Council to be entrusted to the samę
officer. As these duties will to a certain extent
coincide and as local experience will be of great as-
sistance in carrying them out, there would appear to be
great advantages in the deputy registrar being an
imperial officer.
