India Office, March 19, 1913. IN continuation of my letter of the 21st February last, I am directed by the Secretary of State for India in Council to forward for the information of Sir Edward Grey a copy of a further telegram from the Government of India on the subject of the arrangements stated to have been made by the opium merchants at Shangbai in respect of the disposal of the opium stocka.

PLEASE refer to our opium telegram dated 17th ultimo,
March 13, 1913.
We have now received information that the agreement was not signed. It is reported that another agreement on following basis has been reached at Shanghai:-
1. Price will be fixed from time to time by a committee. Figures in above telegram show prices fixed for the present.
Committee will allot sales
2. Sales will be affected only through committee. according to the amount of bargained stocks held by each party plus a further 500 chests from unsold stock. When 500 chests of bargained stocks are delivered, there will be added from unsold stocks a fresh 500 chests.
3. As some portion of the bargained stocks were contracted at higher prices than those that the committee bad fixed, there will have to be an adjustment. Pending developments this will be postponed.
4. Deliveries to be on cash.
We understand that a similar agreement is being considered in Hong Kong.
