Sir,
Foreign Office, February 13, 1913. IN the letter from this department of the 28th nltimo, a copy was forwarded to you of a note from the Netherland chargé d'affaires inviting His Majesty's Government to appoint delegates to proceed to The Hague in June next to discuss the question of the ratification of the International Opium Convention.
I am now directed by Secretary Sir E. Grey to inform you that he proposes, subject to the concurrence of the Marquess of Crewe, to accept the invitation of the Nether- land Government and to appoint as delegates Mr. Max Müller and Sir W. Collins, if they are available.
I am also to request that Sir E. Grey may be favoured with Lord Crewe’a views as to the effect of the non-adherence of the countries mentioned in the list furnished by M. van der Goes.
A similar letter has been addressed to the Board of Trade and the Colonial Office.
