Colonial Government, Sir H. Holland was not disposed to

raise any objection to meeting the wishes of the

Chamber of Commerce in the matter. Lord Salisbury ex-

pressed his concurrence in these views.

Having regard to the correspondence outlined

above I am of opinion that the Governor of Hongkong

should receive a copy of every communication addressed

to His Majesty's Representative at Peking. If this is

not done I think the practice should be discontinued

and communications should be sent through the Governor.

The essential object is that the Governor should be in

a position to express his views on, and have a full

knowledge of, all such communications.

I am further of opinion that communications ad-

dressed by public bodies or individuals in the Colony

Lozen

to the Dean of the Diplomatic Body in matters of

international interest should be forwarded through the

Governor to His Majesty's Representative who would

convey them to the Dean.

As regards a Chinese Body addressing the Legation

direct I am in complete agreement with the views held

I an forwarding copies of this correspondence

to His Majesty's Principal Secretary of State for

Foreign Affairs.
