to you herewith a copy of a despatch from His Majesty's
Minister at Peking enclosing correspondence with the
Governor of HongKong relative to the question of
direct communication between public bodies and in-
dividuals in the Colony and His Majesty's Representa-
tive at Peking.
Sir E. Grey proposes, with the concurrence of the
Secretary of State for the Colonies, to approve the
views expressed by Sir J. Jordan in his reply to Sir
