With reference to your letter 5228/13 of the 3rd.
instant, I am directed by Secretary Sir E. Grey to
transmit herewith to be laid before Mr. Secretary
Harcourt copy of a letter from the Board of Trade
respecting the question of ratification of the
International Opium Convention of 1912.
Sir E. Grey would suggest for the consideration
of Ir. Harcourt that meetings should take place at the
Foreign Office between representatives of the Colonial
office, Foreign Office, India Office and Board of
Trade to discuss the matter.
I am to enquire whether in the event of Mr.
Harcourt agreeing to this proposal he would wish the
Inter-Departmental meetings postponed until he has had
a reply from the Colonial Governments whom Sir E. Grey
understands he is consulting on the subject of ratifi-
cation.
