In the letter from this Department of the 28th. ultimo
a copy was forwarded to you of a note from the Netherland
Chargé d'Affaires inviting His Majesty's Government to ap- point delegates to proceed to the Hague in June next to dis-
cuss the question of the ratification of the International
Opium Convention.
I am now directed by Secretary Sir E. Grey to inform
you that he proposes subject to the concurrence of Mr.

Harcourt to accept the invitation of the Netherland Govern-
ment and to appoint as delegates Mr. Max-Müller and Sir W.

Collins, if they are available,
I am also to request that Sir E. Grey may be favoured
with Mr. Harcourt's views as to the effect of the non-ad-
herence of the countries mentioned in the list furnished by
Monsieur
