As the result of an exchange of views
between the Government of the Portuguese
Republic and His Britannic Majesty's Govern-
ment in pursuance of the conclusions of the
International Opium Conference, and in con-
sideration of the fact that the geographical
situation of the Colonies of Macau and Hong-
kong makes it necessary to regulate in a
similar way the opium monopolies in the said
colonies in all matters concerning the
restriction of the consumption, sale and
sumption,
exportation of prepared opium and repression of the smuggling, a further discussion has
been held in London between Monsieur de
Fonseca of the Portuguese Ministry of the
Colonies and representatives of the Depart-
ments of His Majesty's Government concerned,
at which the following conclusions have been
